习近平总书记明确指出“突出公园城市特点，把生态价值考虑进去”。鹿城区作为温州公园城市建设的先行区，力求重构温州特色的公园体系。盛和美设计团队通过梳理城市公园与历史街区特色形成完整、连续、共享的开放空间体系和斗城文化游览脉络。设计充分围绕“一园一品一特色”，提出“和而不同”概念。依托各个公园其独特的建筑风格、核心文化资产以及景观植物等关键元素，进行定制化的专项设计，提炼出每个公园的专属超级符号——标志性图形。
历史文化公园系涵盖：华盖山公园、海坛山公园、中山公园、郭公山公园、巽山公园。
其中，中山公园位于温州市区公园路，建于民国十九年（公元1930年），以纪念革命先驱孙中山先生而得名。历史迭变，岁月沧桑，中山公园历经近80年的风风雨雨，走过了建设、破落、发展、兴旺的过程，也承载了几代温州人温馨而美好的回忆。历史文化公园区块，将公园提升改造与历史街区建设、文化旅游体验、城市功能承载深度融合。设计上以“古韵新生”为主要设计理念，体现出历史文化街区和现代时尚和谐共生。

As a pioneering area for the construction of a park city in Wenzhou, Lucheng District strives to reconstruct a park system with Wenzhou's own characteristics. The Shenghe Mei design team has formed a complete, continuous and shared open space system and the cultural tour context of Doucheng by sorting out the characteristics of urban parks and historical districts. The design fully revolves around "one garden, one product, one feature", and puts forward the concept of "harmony without uniformity". Relying on the unique architectural styles, core cultural assets and landscape plants and other key elements of each park, customized special designs are carried out to extract the exclusive super symbol of each park - the iconic graphic.
The historical and cultural parks include: Huagai Mountain Park, Haitan Mountain Park, Zhongshan Park, Guogong Mountain Park and Xunshan Park.
Among them, Zhongshan Park is located on Park Road in the urban area of Wenzhou. It was built in the 19th year of the Republic of China (1930 AD) and was named in memory of the revolutionary pioneer Mr. Sun Yat-sen. With the vicissitudes of history and the passage of time, Zhongshan Park has weathered nearly 80 years of ups and downs, going through the process of construction, decline, development and prosperity, and has also carried the warm and beautiful memories of several generations of Wenzhou people. The historical and cultural park area will deeply integrate the upgrading and renovation of the park with the construction of historical districts, cultural tourism experiences, and the carrying of urban functions. The design mainly adopts the concept of "Rebirth of ancient Charm", reflecting the harmonious coexistence of historical and cultural blocks and modern fashion.
